A 'family relationships' day of policy and practice reflection

Over the past two decades, the UK has witnessed a transformative journey in family support policies and practices. From the launch of Sure Start in the late 1990s to the Start for Life initiative, these programmes have reshaped how local authorities, and their partners address the needs of children and families. This conference explores the evolution of these pivotal agendas, celebrating the progress and examining the lessons learned along the way.

Sure Start laid the groundwork for integrated, community-based support, offering vital services through children’s centres. Today, Start for Life builds on that foundation, focusing on the critical first 1,001 days of a child’s life. Delivered through Family Hubs, it prioritises perinatal mental health, early learning, and parent-infant bonding, ensuring every child gets the best possible start.

Alongside these flagship initiatives, the Reducing Parental Conflict (RPC) programme have more recently empowered frontline workers to address the emotional toll of relationship conflict on children. The Stronger Families Programme (formerly Troubled Families) has supported vulnerable families through multi-agency approaches, tackling complex challenges with a focus on prevention and resilience. Together, these initiatives demonstrate a growing commitment to placing family relationships at the heart of practice.

                          Connections that Count: Why you should attend

Imagine living in the UK, surrounded by first-world resources and opportunities, yet still being left behind because no one truly sees the reality of your lived experience. For too many children and families, this is the hidden truth. Despite access to schools, healthcare, and community services, their most fundamental needs for connection, stability, and belonging go unnoticed and unmet.

Healthy family relationships are the cornerstone of thriving communities.

 

When children feel wanted, loved, and supported by their caregivers, extended family, and community, they flourish socially, emotionally, and academically. Yet, meeting these relational needs requires a united effort from parents, practitioners, and strategic leaders alike to ensure every child’s basic emotional and relational needs are understood and fulfilled.

Across the UK, innovative and impactful work is already being done to strengthen family relationships and address these critical issues. At the Connections That Count Summit, you’ll hear directly from the trailblazers who are leading the way. This is also your opportunity to shine a light on your own successes. Throughout the day, we’ll provide opportunities for attendees to share their achievements, celebrate best practices, and inspire others with the positive changes happening in their own communities.

  • Parenting in a complicated world: Tackling the challenges of raising children in a time of heightened influence from peers, technology, and societal pressures.

  • Co-parenting in conflict: Addressing the impact of parental discord and entrenched conflict on children and finding pathways to healthier co-parenting dynamics.

  • Child-to-parent abuse: Understanding and responding to the rise of violent or abusive behaviours by children toward caregivers or within their communities.

  • Disengaged children: Identifying why children withdraw and how we can collectively help them re-engage with their families, schools, and communities.

  • Strengthening the parent-child relationships: Empowering parents to rebuild strained relationships and feel confident in their ability to nurture and guide their children.

  • Understanding the real role of fathers: Giving practitioners the confidence, and strategic leads the evidence to help see Dads as crucial in their parenting role within a sector that sometimes ignores their influence.​

 

When family relationships are under strain, the ripple effects can jeopardise children’s educational, social, and emotional outcomes. Early identification and intervention is essential which makes frontline practitioners, community leaders, and strategic decision-makers uniquely positioned to make this work happen.

What’s in store 

The event is designed to focus on strategic priorities, impact, and outcomes and will be structured around:

 

Translating policy into practice. A ‘couch conversation’ with national figures (e.g. representatives from DWP and Family Hubs Network / National Centre) alongside senior local authority leaders reflecting on how emerging policies will impact services and offer practical strategies for integrating change. We will include strategic voices from areas to share insights on bridging the gap between national policy and local delivery.

 

Measuring impact and demonstrating value. An opportunity to highlight the importance of evidencing outcomes to ensure accountability and strengthen funding arguments. We’re also exploring opportunities to connect this conversation to any new outcomes framework. This will link to the work of the London’s Consortium, which is advancing collaborative approaches to outcomes measurement, and introduce new concepts around outcomes that focus on long-term impact and relational success.

 

Amity Excellence Awards. The awards provide another valuable component, showcasing case studies of innovative approaches to family and community relationship support. By celebrating real-life examples of excellence, the awards will offer practical, replicable insights that other areas can learn from and apply.

 

Finally, a key through-line for the day will be the cost-saving argument. Prevention pays, and we’ll focus on evidence and tools to help leaders make a robust case for the long-term financial benefits of supporting strong, stable families through early intervention and relational approaches.
